You have reviewed the concept of federalism and many of the challenges that it presents for emergency management. For this discussion, your instructor will form groups of two or three and post the list on the forum. Get acquainted with your partner(s) and work together to devise a response to the discussion question. Post your finalized group response to the discussion board.
Suppose you are to design a grant program to increase the nation’s preparedness to cope with all forms of disaster. Think about what you would want in your program. Respond to the following:
- Question 1: What types of items or actions would your grant program support?
- Question 2: How would you design the program regarding eligibility?
- Question 3: At what levels would your program need to be funded for it to make an actual difference in performance levels nationwide?
- Question 4: What strategies would you devise to implement this program and avoid the pitfalls of imperfect federalism?
Part two (2) : Stakeholders as Volunteer
Many of the stakeholders in emergency management make up numerous groups of our volunteer programs. Various volunteer organizations support first responders, many at the community level. In fact, our national emergency system relies heavily on these unpaid volunteers. In this discussion activity, you will analyze these stakeholders considering volunteers.
Respond to the following:
- Question 1: Is this type of national emergency system with unpaid volunteers sustainable? Why or why not? What could be done to improve it?
- Question 2: How can stakeholders be used to improve volunteer efforts? Describe specific actions and give examples in your answer.
